The purpose of this paper is to examine the impact of judicial insulation on perceptions of the rule of law. We offer panel data models using data collected by the World Bank on such perceptions. We estimate the impact of judicial insulation (as designed), insulation (as implemented), and the relative level of insulation given design aspects. We find that insulation (as implemented) is positively associated with perceptions of the rule of law, but that insulation (as designed) is not associated. Notably, we find that as perceptions of the rule are law are positively associated with situations when expectations about insulation are first met and then exceeded; likewise, disappointment from unmet expectations leads to lower perceptions of the rule of law.
