Danielle Keats Citron (University of Virginia School of Law) has posted Combating Online Harassment (Democracy Journal, Issue no. 68 (2023)) on SSRN. Here is the abstract:
Cyber harassment jeopardizes lives, livelihoods, and democratic discourse. To the extent that the cyber-abuse playbook has changed in the 15 years that I have been studying the topic, it has taken a turn for the worse. Technological advances have made it cheaper and easier to wreak havoc. We need a whole of society approach to combat online abuse. Laws and norms are necessary to protect democratic discourse and equal opportunity from online assaults. In this regard, we have seen important yet modest progress. I have been working with the White House’s Task Force to Address Online Harassment and Abuse, which is co-chaired by the Gender Policy Council and the National Security Council. The task force is working on drafting recommendations for state governments, technology platforms, schools, and other public and private entities on how to combat cyber stalking and other online abuses. We need everyone to join the effort to combat cyber harassment and other online abuse.
Highly recommended.
